At the Bitcoin 2026 conference in Las Vegas yesterday, Patrick Witt — executive director of the White House's Presidential Council of Advisers for Digital Assets — dropped a phrase the market has been waiting months to hear. "In the next few weeks, we'll be making a big announcement. I think we have a bit of a breakthrough." That's not a rumor. That's the White House's top crypto official speaking on stage. The context matters. Trump signed the executive order creating the Strategic Bitcoin Reserve over a year ago — but an executive order isn't law, and the operational details of how the reserve actually works have remained deliberately vague ever since. What Witt signaled is that the legal interpretation and operational framework are finally ready. The executive branch is about to show its hand. The legislative side is moving in parallel. The original BITCOIN Act — which calls for acquiring 1 million BTC over five years using budget-neutral strategies — has been quietly rebranded as the American Reserves Modernization Act, or ARMA. The name change is a political play to broaden support. The substance hasn't changed. If it passes the Senate Banking Committee in May and reaches Trump's desk, the Treasury could begin its first official Bitcoin purchases as early as Q4 2026. The numbers behind all of this are staggering. The US government currently holds 328,372 BTC worth roughly $25.4 billion — already the largest sovereign Bitcoin holder on the planet, ahead of China's estimated 190,000 BTC and the UK's 61,000 BTC. Most of that came from criminal seizures. Under ARMA, the government would add 200,000 BTC per year for five years — and hold it all for at least two decades. At the same conference, SEC chair Paul Atkins announced innovation exemptions for tokenization, and Senator Lummis confirmed the CLARITY Act is heading for a May markup. Three major regulatory developments in one day, from one stage in Las Vegas. The announcement is coming. The only question is whether the price moves before or after. #WHBTCReserveBigReveal
